A barangay management information system: residents, document requests, grievances and the service queue, on one record.

The bottleneck

A barangay office keeps its records in notebooks, a shared spreadsheet and somebody's phone. The systems sold to replace them assume an IT budget, a build pipeline and a developer on call. When the developer moves on, the office is left with software it cannot open, let alone change.

What we built

  • Four modules on one record: residents, document requests, grievances and the service queue
  • Plain ES modules with no framework and no bundler, so the source is the thing that runs
  • Serverless functions over Postgres, deployable without a build step
  • Tests on Node's built-in runner with an in-process Postgres, so the suite needs no services

What changed

  • A resident record, a clearance request and a grievance share one system
  • The office does not need a build pipeline to keep its records running
  • Any developer who can read JavaScript can maintain it
