Questions

Can it enforce who approves what?
That is usually the reason to build one. On the Lakeside hub a return passes district-manager validation and then VP or administrator approval before collection can start, and the server checks both the user's role and the request's stage, so the order cannot be jumped from a different screen.
We still run this on spreadsheets. Is that a problem?
No, it is the normal starting point, and a spreadsheet is a good specification. What it cannot do is stop two people editing the same row, or stop a step being skipped.
